DENR and CITES Compliance: A Practical Foundation for Philippine Agarwood

Regulatory compliance is not a document to assemble only when a buyer is ready. It should shape decisions about planting material, propagation, possession, farm records, transport, processing, inventory, and trade from the beginning.

The Philippine layer

The Department of Environment and Natural Resources (DENR), including its relevant biodiversity, wildlife, forestry, regional, and field offices, administers rules that may apply to regulated species and forest products. The exact approvals depend on the species, source, activity, product form, location, destination, and current regulations. Operators should obtain written, activity-specific guidance from the competent DENR office rather than relying on a generic checklist.

The international-trade layer

Aquilaria species are included in CITES Appendix II. Appendix II trade is controlled to help ensure that international commerce is legal and not detrimental to the survival of the species. Depending on the transaction and the applicable annotation, an export permit or re-export certificate and supporting findings or records may be required. Destination countries may impose additional import, customs, phytosanitary, consumer-product, or documentation rules.

A compliance-ready operating file

  • Verified species and lawful acquisition or propagation records.
  • Plantation, inventory, harvest, processing, and stock reconciliation records.
  • Valid registrations, clearances, permits, certificates, and transport documentation applicable to each activity.
  • Buyer, consignee, product-description, quantity, and destination records that agree across documents.
  • A process for checking current DENR, CITES, customs, and destination-country requirements before every regulated movement or sale.

This article is general information, not legal advice or a permit determination. Requirements change and fact patterns differ. Consult the competent DENR offices, the Philippine CITES Management Authority, customs or trade specialists, and qualified counsel before acting. Official starting points include the DENR and the CITES Appendices.
